Eric Burger, former CTO of the Federal Communications Commission (FCC), the US comms regulator, talks about the anti-fraud rules they imposed during his tenure and whether they will be adopted in other regions. The FCC rules have the potential to create a schism in how calls are handled, with assured telcos being allowed to freely pass traffic between themselves, whilst more stringent automated blocking is applied to traffic from telcos that have not subjected themselves to central oversight.
Will foreign telcos volunteer to join a US-led club? Other regulators say they are monitoring the FCC's progress, but are they willing to be rule-takers instead of rule-makers when it comes to harmonising international compliance? How can the all-IP approach adopted in the US be mapped to TDM and hybrid networks, and should the FCC be looking at integrating the US model approach with alternative anti-fraud protocols developed elsewhere?
