In this episode of the Cardano Governance Hour, Nicolas Cerny sits down with Steven from Toto Finance to discuss the Cardano Strategic Copper Reserve proposal, which requests ₳22 million from the Cardano Treasury to acquire physical copper and tokenize it as CuTT.
The proposal aims to demonstrate how Cardano can connect real-world assets with blockchain infrastructure through independently verified copper reserves, tokenization, transparent reporting, and reusable technical infrastructure. Approximately ₳14.72 million, or 66.93% of the requested amount, would be allocated to copper purchases, with the remainder covering technology development, project management, operations, assurance, execution, and independent oversight.
During the discussion, we'll explore the proposal's rationale and implementation, including:
- The strategic case for copper tokenization and its potential value for Cardano's RWA ecosystem
- The proposed physical backing, legal ownership, custody arrangements, and reserve verification
- The Ethereum-to-Cardano tokenization model and safeguards against duplicate active claims
- The ₳22 million budget, including technology costs, operational expenses, and independent oversight
- The proposed 18–24-month copper holding period and the commitment to return net sale proceeds and unused or unearned funds to the Treasury by month 36
- The financial risks, including copper-price fluctuations, ADA/USD movements, custody, bridge security, and the possibility of not recovering the original ADA principal
- The milestones, independent assurance requirements, and measurable outcomes needed to assess whether the initiative delivers lasting value
Governance Hours are designed to go beyond written documentation and create space for deeper discussion, clarification, and community understanding around important ecosystem proposals.
