For two decades, Estonia has been recognised as one of the world's most advanced digital societies. It was not built by a single institution or technology, but through the combined efforts of government and a strong innovation ecosystem.
Drawing on the experiences of leading technology companies behind e-Estonia, the opening session highlights how different perspectives, capabilities and contributions have collectively helped build a digital society that is trusted, interoperable and resilient.
The panel discussion that follows brings together leaders from government and industry in Estonia and Norway to explore digital sovereignty in practice. While both countries are highly digital societies, they have followed distinct paths in developing and governing their digital ecosystems, providing a valuable perspective on the choices, trade-offs and opportunities that shape digital sovereignty today.
From digital identity and interoperability to cloud, AI and trusted data sharing, the discussion will examine how countries can maintain freedom of choice, resilience and innovation while retaining control over critical capabilities. It will also explore what lessons can be learned from different national approaches and what remains to be done for a deeper integration of the Nordic-Baltic region.
